Shoalhaven City Council is seeking community feedback on a draft plan to fund the roads, parks, drainage and other infrastructure needed to support more than 2,500 new homes at Badagarang.
The draft Local Infrastructure Development Contributions Plan for the Moss Vale Road North Urban Release Area details $127 million in infrastructure and land acquisition for delivery over the next 10 to 15 years.
Acting Director City Development, Tony Pearman said the plan signalled a major step forward in delivering new housing opportunities for Shoalhaven.
“Demand for housing continues to grow and the Moss Vale Road North Urban Release Area will provide a substantial supply of new homes close to Nowra and Bomaderry,” Mr Pearman said.
“This draft plan ensures essential infrastructure is planned and funded alongside development, creating a well-connected community with access to open space, sports grounds and other community facilities.
“We encourage people to share their views on this plan so we can build for the future,” he said.
The Urban Release Area is a 220-hectare site north of Nowra and east of Cambewarra Village in the suburb of Badagarang, that will be developed to include a local shopping centre, parks, playgrounds and open space.
The draft plan identifies the key infrastructure needed to support the new community, including local and city-wide facilities, and outlines how it will be funded and delivered.
The draft plan includes:
- a network of new and upgraded roads and intersections, bus infrastructure, street lighting, and traffic calming measures
- five new bridges
- drainage and stormwater infrastructure
- a district park with a multi-sports court and playground
- four local parks
- access to natural areas and shared user paths
- upgrades to existing community facilities such as libraries and swimming pools.
The plan also identifies how much developers will be required to contribute towards the infrastructure. Potential contributions are estimated at $56,000 per new lot or 4-bedroom dwelling, with lower amounts for smaller dwellings.
This is above the $30,000 NSW Government cap on local infrastructure contributions, meaning Council must apply to the NSW Independent Pricing and Regulatory Tribunal (IPART) to independently assess and review the draft plan following its exhibition.
The draft plan and supporting documents can be viewed at Council’s Documents on Exhibition webpage or in person at Council’s Nowra and Ulladulla offices before submissions close at 5pm Friday 4 September.
