Wingecarribee Shire Mayor Erin Foley will represent Council at the NSW Land and Environment Court hearing into the proposed Moss Vale Plastics Recycling Facility, commencing on 19 October 2026.
Council said it remains opposed to the development and continues to support the original refusal of the proposal by the Independent Planning Commission. The appeal has been lodged by Repoly Pty Ltd against that decision.
Mayor Foley has maintained a longstanding position of opposition to the proposal, making submissions as a local resident prior to her election to Council, as a councillor, and now as Mayor.

A Council spokesperson said, this sustained engagement has provided her with a comprehensive understanding of the proposal, its potential impacts, and the concerns raised by the community throughout the assessment process.
The hearing is scheduled to run until 30 October 2026, with the Court’s decision to be issued at a later date.
Members of the public can view the court proceedings via the NSW Land and Environment Court livestream on their own devices.
For community members who do not have access to a suitable device or internet connection, Council will provide access to the livestream in the Emergency Operations Centre at the Civic Centre in Moss Vale from Tuesday 20 October 2026 from 9.00am.
Public access arrangements will be available for the duration of the hearing, subject to Court scheduling and livestream availability.
