A vision to transform Ulladulla Harbour into a vibrant hub for the South Coast is a step closer with the announcement of a tender for the harbour’s Masterplan.
Transport for NSW, Maritime is working in partnership with Shoalhaven Council, Crown Lands and the Ulladulla community, to create a shared vision for the future of the south coast harbour, which is home to a large part of NSW’s commercial fishing fleet.
The Masterplan will balance commercial needs with recreational appeal and aims to strengthen the harbour’s connection to the town, by serving both industry and the public.

The Masterplan will outline potential new and upgraded facilities and amenities to strengthen Ulladulla Harbour’s role as a contemporary, welcoming waterfront. It will carefully consider heritage values and land ownership to create a vibrant, sustainable destination for local communities, visitors and commercial operators.
The Masterplan process is expected to take approximately 12 months to complete and will establish a roadmap for the harbour’s future development.
Its role is to explore possibilities, highlight future opportunities and ensure any future development is well-considered, community-aligned and supported by a shared long-term vision.
Liza Butler MP says the tender is the first step in a reimagined Ulladulla Harbour.
“This Masterplan is going to lay out a shared vision for the transformation of Ulladulla Harbour and the community feedback we’ve received shows there is huge excitement surrounding this project,” said Ms Butler.
“Ulladulla Harbour is the jewel of the south and has served our community for generations, this planning process will chart its course for the next chapter to ensure our harbour truly shines.
“The Masterplan for the harbour will be community-focused and I encourage Ulladulla locals to take the opportunity to contribute during the planning phase,” said Ms Butler.
Transport for NSW Maritime, Executive Director, Mark Hutchings says it’s an important milestone for this historic harbour.
“The Masterplan will look at infrastructure improvements that can drive regional economic growth, enhance environmental outcomes, and give the community better access to their waterfront. The plan will be developed collaboratively with commercial operators, recreational users and the broader community,” said Mr Hutchings.
Transport for NSW Maritime aims to publish the final Masterplan by late 2026.
