Andrews said he held crisis talks with NSW Premier Gladys Berejiklian and Prime Minister Scott Morrison this morning.

Andrews said the border closure will be enforced by NSW so Victorian authorities can focus on the outbreak.

"There will be a permit system put in place," Andrews said.

The border between the two states has remained open throughout the health crisis, as towns share infrastructure, including the Albury-Wodonga Health public hospital.

Twelve Victorian postcodes and nine public housing towers have been put into lockdown in order to prevent the spread of the virus in the state which has confirmed 127 new cases.

645 cases remain active across the state.

An elderly man who was undergoing treatment in a Victorian hospital died from the illness overnight.
